“Five years ago, when I first joined WAPPP community during their early stages of work, I initiated the idea of defining the CP3P program as the unique ‘Journey’ to the world of PPPs and WAPPP as the ‘Home’ for PPP professionals. These years, I have been happy monitoring the great advancements of WAPPP and the CP3P program. "As a certified APMG trainer for the CP3P programme, I'm excited to share my experience in advancing public-private partnerships (PPPs) in Uzbekistan. My involvement began with a national economic modernization initiative in 2016, aimed at enhancing growth and prosperity. I advised the government on PPP development, focusing on challenges in state institutions and the state's heavy role in infrastructure, which limited private investment.

A significant challenge was the lack of PPP expertise in the government sector. The CP3P programme, brought to Uzbekistan by PPP Expertise Eurasia in 2018, was crucial in addressing this. Over the years, more than 100 program participants got fully certified, many of them now driving PPP programs and projects. “The Secretary of Public-Private Investments, Pablo Cevallos, highlighted the significant progress made by the Government of Ecuador in the economic and employment generation areas. Cevallos emphasized the approval of the Economic Efficiency and Employment Generation Law by the National Assembly on December 19, 2023 as a transcendental milestone for the country.

The law, among other measures, strengthens the mechanism for improving infrastructure through public-private partnerships (PPPs), considered as the ideal modality to close the gaps necessary for development. In the second half of 2023, Ecuador, through the Public-Private Investment Secretariat, began the challenge of training a first group of public servants in the management of PPP projects through the APMG Public-Private Partnerships (PPP) Certification Program (CP3P)®. Specifically, 90 public servants were trained at the "Foundation" level, which represents a significant advance in professional development and in the possibility of successfully completing projects.
