Elena Timusheva is a PPP Certification program project coordinator responsible for facilitating business development and liaising MDBs’ efforts in developing and implementing this initiative. Elena works at the PPP Unit of the World Bank and is based in Washington, DC. Elena supports the PPP unit’s work in producing PPP knowledge products such as the PPP Certification program and the Toolkit on how to develop sustainable PPPs in irrigation.
Elena also works with countries in Europe and Central Asia region to strengthen their PPP enabling environment and investment climate. Her work contributes to development of conducive policy framework for both domestic and foreign investors, hands-on methodologies to select and prioritize projects suitable for PPPs, and capacity building. She is experienced in areas of education, health, irrigation, and public governance.
Elena holds Master’s degree in public policy and public finance from the University of Baltimore.
